Mr Khoo began his career in the Singapore Armed Forces in 1973 and transferred to the Singapore Police Force in 1977 eventually becoming its Commissioner from 1997 until 2010. He concurrently served as INTERPOL President from 2008 to 2012. Mr Khoo was also the Senior Deputy Secretary for the Ministry of Home Affairs after his stint as Commissioner of Police until his retirement in 2012. He was then re-employed as a Senior Advisor in MHA and concurrently the Director of Singapore Civil Service College’s Institute of Leadership and Organisational Development.
Since leaving the Civil Service in 2014, Mr Khoo has undertaken Directorship and Advisory roles in various companies and international organisations. He was a member of the Global Commission on the Stability of Cyberspace and an advisor to Standard Chartered Bank (UK) on financial crime. He continues to chair INTERPOL’s Standing Committee on Governance and is currently an advisor to Ministry of Home Affair’s TechX Ventures, Home Team Academy, National Research Foundation’s Cybersecurity R&D Programme, Palo Alto Networks (UK), InfoCepts (US), Altana AI (US), Arqit Quantum (UK), Cyberpeace Institute (Switzerland), Security Matters (Ireland), Moody’s Analytics, Ensign Infosecurity (Singapore), Horus Security (APAC), Cellebrite (APAC), Deloitte (SEA), and YMCA (Singapore). He is also a member of the Aspen Global Cyber Group, a board member of the Certis Group (Singapore), the Global Cyber Alliance (US) and chairs SDAX Exchange which is a Monetary Authority of Singapore-regulated digital investment platform.
Mr Khoo obtained his Bachelor of Arts (Engineering Science & Economics) from Oxford University in 1976 and his Master in Public Administration from the Kennedy School of Government, Harvard in 1982. He also attended the Advanced Management Program at Wharton in 2002. He is a Senior Fellow of Singapore’s Civil Service College, an Honorary Fellow of St John’s College, Oxford and is a Justice of Peace serving on the Prison’s Board of Visiting Justices.
Besides being accorded various national honours by Singapore for his leadership in Policing, he has been recognised for promoting bilateral and international policing relations by several countries, including knighthoods from Brunei, Malaysia, Thailand and The Vatican, as well as awards from Indonesia, the Order of Australia, Ordre National du Merite and Legion d’Honneur from France.
